I saw a post somewhere that said that can turn a phone number, on a responsive site, into a tap button to start a phone call , by adding “tel” at the start of the link , is this correct ?
If so how is it implemented ?

Just do exactly what you’ve said. Add Tel:0999666666 into a link dialog.
