What stack can do this?

On this page is a series of Print Ads, and if you mouse/hover over the page on a desktop/laptop, some explanatory text gets revealed, including the headline and the text within the ads. It has a very nice affect on a desktop/laptop.

I don’t see this functionality on a phone, so as-is, this is not a fully responsive web page. However, is there a stack that could pull up this kind of explanatory text on a phone too?

I think PopCap 3.3 from Weaver’s Space can do what you want. It pops up on hover either on top or at bottom of image.
